Bagong Silang is formerly a part of Tala Estate. It came out to be developed by virtue of Promulgated Acts, Laws, Resolutions and Regulations on April 26, 1971 by a virtue of President Proclamation No. 843. About 598 hectares from Tala Estate were allocated to be under the administration of the Philippines Homesite and Housing Corporation (PHHC), now National Housing Authority (NHA) as resettlement site and service project.
On February 9, 1982, a memorandum from the Office of the President was issued authorizing the NHA to develop resettlement areas and relocate squatter families living within the Tala Estate and its vicinity.
On May 22,1982, a memorandum from the Office of the President directing the development of forty-eight (48) hectares of land to accommodate squatter families who would have to leave the Batasan Pambansa Complex Area and vicinity.
On June 03,1982, an NHA board resolutions was passed approving the release of P 63.45 million to fund the initial cost of the physical development of 83 hectares. On July 21, 1982, relocation from Don Mariano Marcos Avenue, Quezon City started.
On November 21, 1982, Batasan Pambansa No. 642 passed authorizing the release of Transfer Certificates of Titles (TCT) to Tala Estate on the basis of the original TCT’s on file with registry of Deeds.
Bagong Silang or Barangay 176 was subsidized into several Phases that have been developed into Phase I, II, III, IV, V, VI, VII, VIII, IX and X. It is bounded in the north and west by Marilao River, east by Barangay 186 Caloocan City and south by Camarin and Maligaya Subdivisions. From Manila, it is accessible through any of these thoroughfares: Quirino Highway via Malaria; Novaliches via Susano Road; SM Fairview via Maligaya Subdivision-Zapote Road; or SM Fairview via Zabarte Road-Almar Subdivision.
The latest Total Population of this barangay is 827,127 and Land Area of 598.0 hectares. It is situated along boundaries of north and west by Marilao River, south by Barangay 175 and east by Barangay 186.
Realizing that immediate necessities were that hard to acquire in meeting daily consumption, a gradual desertion of the government-promised site came to be the last.
The KES is free from stagnant water and polluted air. It consists of plains and 15% sloping terrain. Its catchment areas are Phases 10-A and B, 9 and the neighbor site Harmony Hills Subdivision, SJDM City. It has an area of 8,060 square meters. The site has enough space for additional buildings. Presently, it is one of the nine (9) schools in Caloocan North II District. It is one of the far-flung schools in Caloocan and it is approximately 32 kilometers away from the Division Office.
